There are a ton of programs out there and I was wondering what everyone uses for web design and development.

Personally I use FrontPage 2003, Swish Max, and Adobe Photoshop.

If I do not create the site myself I also like looking at the free layouts and templates found at:
Open Source Web Design - Download free web design templates. and
Open Web Design - Download Free Web Design Templates

what about everyone else?

Macromedia Dreamweaver (text-based, not WYSIWYG), Adobe Photoshop, and occasionally Macromedia Flash Professional for things like banners.

Dreamweaver is good, but if you dont know the code then you have to use WYSIWYG in some capacity.

Go Notepad!

Besides Flash and PhotoShop, I use Coldfusion, Java, and Flex 2. All run through the best IDE out there: Eclipse

I use Notepad and Evrsoft First Page 2006. If I need a special web page, then I use FP 06.

The only bad thing about dreamweaver is that it does everything for you. You might want to try coding using pure HTML and CSS in notepad.

BTW, I use notepad...

Not necessarily. It's possible to code by hand in DreamWeaver too, only using syntax highlighting. That was what I did, when I used it, long time ago.

I hand-code in Notepad, and use MS Paint and Adobe Photoshop Elements 2.0 for my graphics.
