Will this do any help for SEO as my new ones have PR0 and I like to improve its rank and like to exchange with some other members here. PM me if interested.

Any link improves the rank, but PR0s have very little value so they don't affect much.

not ANY link dev, its proven, if ANY link was the case of increase, whats the need for such an algorithm?

There are a few factors to linking which you must take into consideration even from pr0 sites, such as Anchor text, and the content that surrounds your link, IE: being relevant, while PR does not affect SERPS, these key factors remain strong in your PR score.

The need for the algorithm is for the strength of the link. I think if there are a lot of outbound links on a spammy page that may have no strength, but it is rare for a link to have absolutely no strength at all.

Im getting a lot of backlinks from forum post signatures but I can see that these links vanish from Googles link count :(. But still I have managed to get a PR3 all from 0PR backlinks.

Originally the only links I had on Google were from the DigitalPoint forum, from my signature. Interesting, ehh?

I am also getting links from Codecall and Digitalpoint
So it feels OK to post on High PR Forums. As long as you have some friendly guys around here.

Hey mate, where is your signature ?
I place small textlinks on my signature and most of those are taken as Backlinks.

Yeah you should always have a signature with your link in it, and make sure to use good anchor text!
