Used it before and hate it! Since Microsoft Bought it, it has become nothing but useless.

VmWare is sooo much better, but only if you have the money. Otherwise, just use bochs or qemu.

You can get VMware Server free now: http://www.vmware.com/products/server/

Or, if you already have a VMware image you can use the VMware Player for free: http://www.vmware.com/products/player/

Never heard of bochs or qemu, are those similar to VMware?

But will these tools let me install the OS? like Virtual PC?

The server will but the player will not. The player is only for pre-made images.

I've seen vmware before, is it really that good?
