In Windows, is there any way to globally block a website? I don't mean just in IE but FF, Ping, tracert, etc?

Change your host files to simply re-direct that address to a page on the local computer(locahost/banned.html, for example) to prevent any basic, and even some moderate, users access to that page. Won't stop any intermediate or pros however.

This is what I have done in the past. I just redirected to my local computer - 127.0.0.1
