If I use a proxy server the data/information is passed from me to the proxy, proxy to wesbsite server and then back to proxy and back to me?

WEBSITE <-> PROXY <-> ME

So I will not have anything to do with the website server? the data is just shared between me and the proxy?

Yes, that is correct. The link can still be traced back to you unless the proxy isn't taking logs though.

So here is the thing I can download up to 7Gb per month from overseas servers from my internet connection BUT I can download unlimited Gigabytes from local servers so If I use a local proxy server to connect to overseas servers the thing will remain local? coz of the local proxy? thanks for your help!
