Well... that's kinda of a hard question. ;)
Yeah, Admins need to be present and participate but for Admins there is a LOT of "behind the scenes" kind of stuff that can take up time and energy.
Also, often there's a lot of time, money and effort put into encouraging others to post. I'd call that "posting by proxy." lol :p

I Agree. I spend most of my "admin" time doing updates, getting links, purchasing ads, graphics, backups, testing, development and other such stuff.

No, I don't think that the admin of a forum necessarily should. It's not automatically a bad thing if the admin does, but it's certainly not necessary.
The admin of a forum very often does have the most posts - especially when the forum is new, but once the forum grows to be large, other members may have more time, and more knowledge, to spread.
The admin should definatly have good reputation - after all, if you can't trust the admin, then it's questionable whether you want to go to the site or not. I know that some people like to disable the Admin's reputation (presumably so people who get banned for spamming don't try to reregister and give him bad rep for a horrible reason, etc)

Short answer: no.
Long answer: suppose you create a forum on Quake, because you just happen to think it's the most awesome FPS ever. Who should have more rep points, the admin who loves the game but can't win it, or a professional gamer who makes a living by playing it?
