Notepad, because its simple!
but sometimes I use the built in Website editor that some webhosters have like for example Freewebs!

Notepad: it doesn't add stupid code to my website, and I have total control.

Microsoft Dreamweaver, looks complex at first but is an easy to use tool. Very professional and the outcome designs from the code/design windows are superb, nothing beats it.

Notepad here too. I hate sloppy code and thats all the editors give you. I've actually seen sites made with MS Word. **shutter**

Another vote for Dreamweaver here, but for quick editting i usually use TextEdit
