I've read about the PAD file on here but what is it? What do developers use it for?

PAD files are just a common file format that lets program author submit their shareware / freeware / what-ever programs to lots of different software listing sites. It is XML based.

PAD file specifications can be found at http://www.asp-shareware.org/pad/ They also offer a Windows based program to create pad files.

Yup, it is basically a way for developers to submit to the millions of shareware sites without having to re-type everything at every website. The sites can also update automatically if you host your pad file.
