What do you think is the best web development program? I'd say Dreamweaver, I've used it extensively for my site. I also use Notepad occasionally to change small things, and sometimes even to even write new pages. What do you think is the best?

I haven't used Dreamweaver that much, but I have used it before and I liked it a lot. Personally I think it's the best, since the only thing else I used was Frontpage and that makes the code all bloated.

I'm curious though, if you can achieve the same desired output with a time-saver, why would you then rely more on hand coding? Is it that the quality of the coding is just better and more robust?

Programs have a tendency to produce very inefficient code. I have never used a WYSIWYG program that didn't put in useless junk.
