I'm trying to get AdLogger onto my site, and in the instructions it says I need to add a database and a database user for it. I have no idea how to do that. Since this is the database forum, I'm sure someone could help me.

Does it ask for MySQL database?
You will add a database in your control panel (cpanel, plesk, etc.). You will also add a user in there as well (user and password). Your host should have a guide or walkthrough about how to do it.

Have you figured this out yet? Setting up a DB/User is very easy.
