What is the best way to build up quality backlinks.

Also is quality or quantity more important to you when building links?

I would say quality, as in, I would take 5 PR5 or PR6 links over 30 PR3 links. However, if you can get a lot of low-quality links, it does about as good as getting a few high PR links, although it's still important to have at least two high PR ones.
