Of course quality is more important! If you write one good article that is keyword rich, informative, and entertaining, then you can score with some good SEO and attract more traffic.

I'd risk saying that the followings are two most important things:
1. Link structure
2. The rate at which your add your content
As I check Google SERP, Google seems to like certain link structures. Google also seems to like sites adding content at steady rates. Quality should be what really matters, but I kind of doubt if it's the case.

I'd have to agree with cloneBaby on this one. Links being number one and adding content as often as possible.

Quality is important, but if you only add one great article every month and don't do anything else, you're not going to have much luck.

Upon further thought, I think that they are both equally important. You need a large quantity of quality articles if you want to see any results from the search engines.
