How does one become a domain name registrar?

I've always wondered how people become domain name registrars, and are able to register domains themselves. How does that work? I've always wondered how to get a license, and what it would be like to register a name yourself without buying one from another company.

You can register with ICANN and become a seller of domain names. I'm not sure what the process is though.

Well if you could do that, isn't it possible that you could sell domains for just like $3 a domain, and make huge amounts of money for being the cheapest in the business? Or does ICANN make you pay for each domain too?

I'd assume they still make you pay for them, or else you could register like all the unregistered domains for free.
