How do you acheive a PR of 10 from google? Is this possible and has any website acheived it other than google.com?

I'm not sure how you acheive a PR of 10 but there are tons that have PR 10. Here is a list:

Its very difficult and reuires much time getting quality links and adding quality content and having a very very very good rep... or being owned by Google like Blogger is

Yeah, it is EXTREMELY hard, and you have to be known by like the United States or the world to do it. I know whitehouse.gov is, Adobe of course, blogger... yeah, just look at the list.
