Should PHP be used for developing a shopping cart for a website?
Or is it not secure enough?
If not PHP, what language should i use?

Can you recommend any pre made shopping carts? Im not sure i want to develop one from scratch now, it seems a bit daunting.

I disagree. Premade does not mean it's safer or better, it mostly just means it's cheaper than developing your own... It all depends on the individual user and what the project scope is.
I personally would prefer to write my own to increase security and personalize the cart to my desire. Of course this is ideal but not possible for many since time and budget are always a factor.
The problem with premade systems, especially open source, is that the code is out there any everyone can get access to it... asides from many other issues.
Proprietary software is almost always safer than premade or open source but it cost much more than purchasing or downloading other software.
Also, open source and premade software are more of a security risk... especially since the code is out there for everyone to see. I prefer to writing proprietary code as it is more secure and the code is not readily available to access from the Internet. This is obviously assuming that I am up-to-date with security practices as ever programmer needs to be.
