Problem with my Apple IIc

I got an Apple IIc that was being freecycled. I hooked it up to the monitor and plugged both it and the monitor into the wall. When I turned it on all I got was a bunch of green flashes on the screen. The computer was running but showed no sign of actually working. The operating system just didn't load. Do you think this could be a hardware problem, or just that the operating system isn't working? I'm thinking maybe I should just get a new one.

Have you tried hooking it up to a different monitor? My OLD laptop did that. But the PC was running. Just i think either my onboard video died or the actual screen died.
