Cross-platform programming is going to be difficult if you don't write separate implementations. My suggestion would be to write it for Windows first, because a lot of people run Windows.

To counter R-G's argument a few months ago, Java's access to the operating system is very limited - look at the Java API and look up OperatingSystemMXBean (class: java.lang.management.OperatingSystemMXBean.)
