My question is on portable security using a USB Mass Storage device...either hard drive or flash memory.
I have the Portable Apps Suite installed on my USB Mass Storage device. This includes Firefox and Open Office. Good Stuff!

I am looking for a program that will password protect my USB device. It has to be able to work on any computer.

There are several programs that can do this. Using portable 7-zip is one obvious example. Granted, it would only password protect your files, not the entire device, but it's a start.
You can also buy USB keys that are hardware encrypted meaning you need a pass-code before you can use it. You might want to invest in one of these rather than using a software solution.
Dell released some on their site ( or was it IBM O: ) that are fingerprint scanners. Until you click the button and swipe your finger, a computer won't even be able to connect to it.

Try TrueCrypt http://www.truecrypt.org/ I use it for the same purpose
It also runs on USB drives, no need to install http://www.truecrypt.org/docs/?s=truecrypt-portable
