About video source from a PCI Card

I was wondering if anyone knew exactly how I could find some source code to listen to active outdoor camera signal thru a PCI input card?

I am trying to have these cameras show live feed thru a website layout, and I am not sure in which direction I should throw myself, meaning I don't know what language I should be using to do so.

Anyone ever do this? or saw an article about it?

Well, if you're looking for source code, I think all of the applications that do this sort of thing don't sell their source. It's going to take either their application to do this or your source code to finish it.

I think for this sort of hardware-software sort of connection you would be best going with C++, mostly because of the sheer possibilities and power of it. If not C++, try C#.
