What programming platform is the most suitable for developing mobile phone dictionaries and why?

I would suggest using Java since most mobile phones can use that already.

Well depends what mobile, if it's a normal mobile with Java Support then use Java but if it's a PDA or something like that then there are various programming languages to use.
