Is it possible to use swf from URL instead of browse from drive?

Yes, but to do so you have to modify the software instead of the Open Dialog.

TheComputerMaster Flash Game HacKer only has File/Open where you select swf from drive. Is there any other version of this program which I missed?

No, as I told you.. if you want that functionality, you have to add that yourself.
