Static pages are better than Dynamic and generally .html is better than .php but it is nothing wrong if you have 2 static page that display exactly same content and one is example.html and other one example.php
When people say that SE does nto like dynamic pages then they think about example.php?sid=ffbfd6d080795f076268d71b205facef or similar
Well I don't use that at all. I just have the .php extension, but now It's good having .html.
I don't think the extension matters so much as long as you are using HTML. Not all HTML pages end in .html, but that doesn't mean they don't use HTML.
