how to find high PR websites for backlinks

Hi,

I have seen at many places especially at getafreelancer.com...providers are offering high PR backlinks at cheap prices.
Now some providers are even offering high PR backlinks from PR3 to PR5 on homepages without any do follow blog commenting or like that( that i generally used to follow).

Can anyone tell me how do they manage to get such high PR backlinks? Are they engaged in any three-way schemes or what?

They probably buy or trade links with other sites that have higher PR. Go to any webmaster forum and you can find a "Sell Advertisement" section that are filled with "Buy my PR5 Text Link". If you have money, you can easily achieve this.
