you mean like those "Free" services? yeah it can be done coz I use it but I dont know how to do it!!

Using PHP to connect to a phone and send a text message would be hard, maybe impossible. But, most carriers allow you to send text messages via email. I use Verizon and you can email MyPhone#@vztext.com and it will come through as a text message. I've developed several PHP and even a Perl application that does this to send a message to several sprint and verizon users.

I've done this with ASP a few years ago so assume would be possible with PHP, can be done with using a web based SMS carrier or as I did it sending the SMS using a mobile connected to the PC
