Can a forum be a CMS?

Which type of softwares are CMS?
Can a forum,blog,news software be a CMS?
What CMS should be have?

CMS means Content Management System. For example.. Joomla is a CMS and PHPnuke is a CMS.
Forum is forum and blog is blog. Your CMS can have a forum for example.. PHPnuke has phpBB forum automatically integrated..

Well basically forum is a cms.. but a cms is a site software where you can add pages and things like that.. Forum is just.. a forum , like this.

If you want to create an online newspaper.. then I suggest a blog system Wordpress for example.
