Free Account creator and Billing system

I am looking for a free account creating and Billing system, PHP based of course and still looking for it. And I only have WHM access so, my choices are limited. Even cheaper ones are fine but nothing can be better than free. As I'm thinking of starting a web-host.

All help will be really appreciated.
