unable to enumerate USB device on port

I can't get my USB device to work. When I plug it in and take a look at /var/log/messages I see this (repeated many times)

    Code:
Mar 18 20:27:15 linux-n949 kernel: usb 1-5.4: new high speed USB device using ehci_hcd and address 63
    Mar 18 20:27:16 linux-n949 kernel: usb 1-5.4: device descriptor read/64, error -71
Mar 18 20:27:16 linux-n949 kernel: hub 1-5:1.0: unable to enumerate USB device on port 4
Anyone know how to fix it?
