Engine for site on Java Script without PHP, SQL

Please, estimate the operation of engine for site design.antigov.org

All the pages are made only in HTML, and there is only the text of central column material; building of menu and of other things, display of CSS styles are performed with Java Script, it should be put at the beginning of HTML page and it does everything automatically, design of site is built of separate file with pattern, there the design can be changed within two hours for all the site.
The engine itself is only 4К. The rest is pages, styles, pictures of pattern.

What do you think about this ?

I do not talk that it is an ideal variant.
It is done for hosting without PHP, SQL.
For maximal simplification of process, but not for victory over valuable CMS

For the types of development I do, it would not help at all. Any site that requires using a back-end DB will probably have issues with this, as the javascript is likely to be more complicated than the server-side processing required for the same results. Also, there are some corporate environments that block javascript execution and cannot be circumvented.
