Notifying when page is update

Is there html code I can put on my front page that visitors can fill out that will notify them each time the page is updated if they want?

Something similar to the blogger website..If I blog my message is sent to everyone that has agreed to receive updates..

There are many mailing script programs out there on the net, but they are probably above your skill level, as they are built in PHP

I think I know what little is looking for..but I don't know what you call it.. I have seen it put on the front page of many website; it states: "to be notified each time this website updates .." and then it provides a form for your email address.
