if you learn xhtml without css you will not be able to properly color and format your website.. so you should learn both at the same time.. they are completely different but to create an XHTML website and use formatting, you need CSS... they work hand in hand

I would recommend you to start with CSS only and if you need some great help. Use W3Schools Online Web Tutorials that could help you with HTML, CSS, PHP, XHTML blablabla
Definately CSS, although you probably should have learned XHTML first (there's not much difference) because it's easier for other people to read and it works better
1. After HTML learn XHTML and CSS.
2. Then learn database. For example MySQL.
3. Then learn the client server programming. (php java etc.)
