Web Application Programming Scripts

Hi, I'm a web designer and unfortunately only know xhtml, and css. I am launching a few sites in the next year and was looking for the best way of programming some key applications for them. One is a video system, where I can add videos to a site, but have the page created for me automatically. It would also be great to have a five star rating system and comment system somehow linked to my forum. So basically, I would login, fill out a simple form, hit submit and have the video added to a new page with ratings and comments already integrated. I'm assuming you'd use php for this, but is there another way to go? Also, is there a pre-made system I could buy and configure for it? and how much do you think it might cost to hire a programmer to make a system like this? I am still weighing my options, also considering trying to learn myself, I'm a full time university student though so I don't have a lot of time.

You could use a CMS (Content Management System) for this. There are several out there that have plugins that would probably do all you need. I suggest you try Joomla.

I think that you will need to install some plugins for Joomla to let the users comment/rate them.
