What are packages? Are they exclusive to Python, or do other languages have them too? I think they're just small parts of programs, but I'm not sure, and I'm pretty sure I'm wrong (since it's just an assumption).

You're right. Most other languages have them in some form or another.

They are essentially used to break programs up into meaningful modules.
