The company I just joined uses Delphi 5 (I think that's the right version) to make all of their software, and they have some Fortune 500 companies buying their software.
Delphi is a decendent of Turbo Pascal. Basically, it's Object Pascal with a library of classes to handle GUI and Event Driven programming, along with a development environment similar to VS. It doesn't rely on any frameworks, however, so your client can just take the software, install it, and run it.
