Database and Database Users

I want to ad AdLogger to my website, but in the instructions for installing it, it says "Add a database and database user for AdLogger" and I don't know how to do that. I would appreciate some help

Do you have phpMyAdmin? You can add users there or if you have shell access you can add users from the console.

You can also add from the command line if you ssh access. Didn't you already post this topic?
