French Language MySQL Database Update Character Errors!!

Im currently developing the website of elisabethgiraudon.com and i encountered a major mistake everywhere on the site. it's definitely related to the database because when i installed my joomla 1.5 website, there was no accent mistake of any sort.
the website has been installed in french originally because the client speaks french. when i installed the joomla in french, there was no mistake in accents. when i uploaded my sql database, now the mistakes takes place. e.g. my client's site elisabethgiraudon dot com
all the accents go brrrr... especially all the french accents
this mistake started taking place only after i updated my sql database from my laptop. on my laptop, nothing as such happens. everything seems to be working perfect on my localhost. however on my office's mac's localhost and on my hosting server, it's not the case.

hm. from which version of MySQL to which version was the upgrade?
one thaught I get is UTF-8 contra Latin-1 which normally causes some problems if all settings isn't correct, even though I'm not sure that should be changed due to a upgrade...

then it has nothing to do with the sql file but rather with the sql software???
