h263 problem

Hi all,

I need to find the framerate of encoded h263 movie. I tried to use VLC but it seem to ignore the value from the file. Do you know some other player or parser that allow to find out a frame rate (it must be also freeware for commercial use)?
I tried to write own stream parser, maybe somebody knows an open source program or tutorial that I could see.
