i have just download and install on my joomla site.

I would like to know other than enter the file URL, does this component allow admin to upload the files?

At the moment you cannot upload via this component. You will have to manually upload the files via FTP.

No idea what plans Jordan has

As of now there are no plans on adding file upload abilities to ionFiles. Uploading files in Joomla! components are often used in exploits which has persuaded me to avoid this feature for the time being.

I downloaded the newest version but there is not a Hungarian lingual file in the packet. From where I can download it

TkTech made it where upgrades would not delete your SQL in version 3.0. With that being said, the proper way to upgrade is to uninstall 3.0 and install 3.1. Your categories, files and settings will all remain unchanged.

There is no way inside of the program. You can change it via MySQL though.
