    It depends a LOT on your expectations for the game. Programming something like World of Warcraft is NOT easy. Programming a text-based tic-tac-toe is pretty easy. AI can be extremely hard to program. Graphics are pretty easy once you know how. The nature of the game determines the answer to the question.
