Change Resolution, Change Size

I developed a windows app on 1024x728 resolution, and when I installed it on my testing machine which is 1280x1024 the screen became too small. How can I fix this so that the application looks the same in all resolutions? Is there a way to fix this problem?

So you want your application to grow larger as your resolution gets higher? Why? The point of people raise and lowering their resolution is to see things more clearly (and/or smaller/larger).

I don't really think this matters in the long run. I've never seen an application that will grow with the resolution size.
