How do i load up an image (jpeg) and use it as a background in C++?
and how do i use an image as an icon for a .exe?

What IDE are you using? There are different ways for each one like Borland C++ and Visual C++.

What are you working with? Some kind of 3D-engine, GDI, or something third? You need to specify for us what you're doing and using.

im just making a little menu type thing, like you click the .exe then it comes up, you use the arrow keys to scroll the menu, press enter on play and then it goes to a SWF file, which is the game.

To answer the second part of your question about applying a custom icon to your output file. In Dev-Cpp when you are editing, right click your project and go to "Project Options". (Unless I'm mistaken) On the first page, there will be an option to change the icon. It also has a small library of general icons. When you compile your project, it will apply the icon to your file. Wish I could help you with the background.
