i want to write a firewall application , but i dont know how to begin.

You will probably want to look into TCP/IP protocols and read all of the information on that you can find. Specifically for the OS you are building the Firewall for.

A firewall with the additional .net overhead doesn't sound like a very good idea to me, even if it's possible. Generally, you want your code to be able to run as a service.
