NEED C++ Assignment HELP URGENT!

There are two problems. The first just needs an istream and an ostream pointed at the appropriate files, along with standard processing.

The second problem involves using "smart" random number generation to deal the cards and then analyze the SETS of cards in each hand.

I really needed help to even start this assignment, I am in first year Programming Principles 1. I am totally lost in everything to do with doing psudocode, modulating and then coding it. Hopelessly lost, so I guess I won't be passing anytime soon.

Step 1) Figure out how to do the above by hand. Imagine writing everything down on a whiteboard and performing the actions described. Pseudocode would be writing down what you did on the whiteboard.
