I don't know if its right section, but the market place is just for web.

So... i'm looking for someone who is good in programming and could make application for me, i can pay 50-300 euro.

Without a few more details, you probably won't get takers. Why C-C++? Does the language matter? What type of program are you looking for? 50-300 euros may not be enough to convince some people to investigate it, as it would need to be pretty simple for that price. I interpret that as "I think it'll take you between 4 and 24 hours to code", which seems pretty questionable.

If that's the case, it's probably not easy, by definition, and certainly going to cost more than you've offered.

You might try some other job sites like freelancer.com and codeguru.com. You could probably get a good programmer pretty cheaply.
