To answer you question, yes this is a very serious/solid project. It is at the pre-funding stage, and I am looking for partners.
Venture or angel capital partners give cash to start-ups.
In essence you can consider that this is an ad or request for venture/angel partners but instead of cash, the value provided is labor.
Just as an venture/angel cash contributor would get an equity stake in the venture and be profitably rewarded if successful, I am offering an equity stake in this venture where the "technical implementation" partners would be profitable rewarded if this venture is successful.
That would be the basis of working on this project. Yes I am committed to its success. Since cash payment is not being offered and since this is an equity reward arrangement, I wanted to make that clear upfront.
Those who would actually be interested in this arrangement would let me know, and then I would give them details after receiving formal non-disclosure/non-compete agreements. It is a multifaceted project and it would be a societal game-changer. It would be a highly beneficial tool towards lifting our nation out of this economic slump we are in. This will be bigger than Google, Paypal or Ebay.
By the way I just LOVE the nine suggestions you listed on your blog on how to take the federal gov. out of debt - really bold and common sense ideas!

What exactly is your role in all this. It seems to me any programmers on here would be better off doing all the workthemselves and keeping all the money.
Also as wp said what is your buisness plan, what is it you are doing, who are your potential customers.
I would never join somthing like this but if you want anyone to take you seriously you need to answer those questions and a bit more.
Hint: don't claim you have a game changer that will be bigger than Google, Paypal, or Ebay. While it's possible, the likelihood is about 0.00001%. Optimism is great, but I'm not going to invest energy in a project without a sense of realism.
Also, my wife pointed out that you really need to pay attention to your grammar. Multiple errors in a single post will raise questions in anyone's mind about professionalism.

My roles are inventor/founder, system architect/designer, fundraiser, patents applicant, and general leader of the project. In my "fundraiser" role I am seeking investors (both in terms of cash and labor) in exchange for business equity.
My interest in not revealing information to the general public in this specific forum and others like it, is to protect the intellectual property of this venture from theft (as you very wisely noted). Hence I would disclose such details not to you, but only to those who are interested in such an investment (i.e. labor for equity), and only after receiving the appropriate formal NDAs/NCAs.
