abk285 please refrain from necrobumping an old forum. Next time, make your own topic on it.
To answer your question: yes, you will need 20 posts first. After that you can go to the Store where you will be able to buy the VIP. 
When you donate money, that won't directly mean that you become VIP. You really have to donate via the 'buy VIP' option to make your donation give you VIP as well.
