IE is awful. It's standard support is beyond second rate and the UI for IE7 is the strangest thing I have ever seen. It has a totally broken box model that makes you want to scream, grab a shot gun and catch a flight to Redmond.

There are IE only sites because IE is so broken. It does things in different ways to what the standards suggest and that means it is hard to make compatible web sites. Recently it has been fixed mainly because a good number of web developers use Firefox for development and port to IE as an afterthought.
