You don't have to have web server on your PC, it helps but you can use a free php hosting site. pm AOV he knows a few good ones. or you can do what i do and spend $10 a mounth for hosting.

Although it will help to know html and css (i know css just refuse to use it) it is not a requirement. all knowing HTML and css will do is allow you to format your site so it does not look like crap. as i said in another post somewere else withought it all your code will be left justified and all in one line.

xav, I can create a fully functional social networking site in php with MySQL, I develope all my own systems instead of using tutorials, and a lot more and i only stoped considering my self a begginer and moved to intermediate a few days ago. knowing a language does not mean you are not still a begginer.
