Basically Acid 3 is a series of test suites. When you get 100% on a test suite it counts as a single p***. So basically 54 means that Firefox gets 100% on 54 of the test suites and less than that on the others.
The Webkit/Safari guys went into how they went from 54 to about 90 in a matter of weeks because there was a huge bunch of tests they had almost p***ed.
It's quite good that we have two browsers (albeit beta's or even alpha's) that p*** Acid3, the last one took an age to p*** properly and it shows that we are at least seeing some progress on the web standards front. Looks to be a battle that will be won in spite of Microsoft.
Essentially the tests are designed to cover the functionality that has been broken in web browsers in the past, or is as of yet completely lacking in implementation. The W3C standards often lack a base implementation so in a way the acid tests show how the standard is supposed to work. It enables browsers to target something rather than going on their merry way and coming up with 5 different interpretations of the standard. It also robs MS of the ability to say 'The standard was vague' when they do something utterly contrary to what the standards say (as MS tend to, having done everything in their power to break the internet).
