I would charge less to write in something like Flex or Coldfusion. In a web application it would be easier to charge, and you wouldn't have to require users to have anything but the internet.
Also, if you use a web application, you can use something like PayPal to record money, and a Microsoft Access document, or simlar products that supports database-like commands.
Webhosting sites charge less than it would take you to create your own standalone product that people would have to buy, and then later install.
